According to the information of the World Intellectual Property Organisation (WIPO), intangible assets, including intellectual property (IP), constitute roughly a third of the global production value and provide more than a half of the created added value. In the case of high tech products, the ratio may even be over 90%. However, the average added value in products exported from Estonia is only 55% of the European average. Enterprise Estonia's intellectual property diagnostics help Estonian enterprises to exploit their most valuable assets - knowledge, skills and ideas - to their full added value production potential, beyond simply patenting products.

From assessing the IP connected to your product to assessing the technological IP landscape the product is entering, the IP diagnostics of a product gives the company a thorough overview of it's operating environment and a practical action plan to make sure risks are handled and opportunities harnessed.

The intellectual property diagnostics of products and services, provided by Enterprise Estonia, answer practical business-related questions and help to identify the intellectual property-based growth and development options.

During an intellectual property diagnostics of a product, 

  • the intellectual property (IP) related to the product and its key elements is mapped;
  • the sources, ownership and possible means of protection of IP and its feasibility, based on the business strategy of the enterprise are determined;
  • a patent landscape analysis to evaluate the intensity of innovation and development in this field of technology and in the target markets is created;
  • the enterprise’s freedom of action in the target markets, based on the patent landscape, is assessed.

As a result of the diagnostics, the enterprise will receive a practical step-by-step action plan for managing the identified risks and exploiting the discovered opportunities. 

Enterprise Estonia will also counsel the company on implementing the action plan.

Terms and Conditions

The intellectual property services of Enterprise Estonia are open to entrepreneurs exporting products developed and manufactured in Estonia, who want to pursue the said activities.

Enterprise Estonia shall not be held responsible for any decisions or actions of the service recipient, or any decrease in their profit, loss of income, loss of profit, non-pecuniary damages, or any other indirect damages.

Excluded sectors:

  • primary production of agricultural products listed in Annex I of the Treaty on the Functioning of the European Union;
  • processing and distribution of agricultural products listed in Annex I of the Treaty on the Functioning of the European Union in cases provided in Article 1 (1) (c) of the de minimis Regulation;
  • fisheries and aquaculture, pursuant to Article 1 (1) (a) of the de minimis Regulation;
  • agriculture, forestry and fishing (EMTAK 2008 section A) and processing and preserving of fish, crustaceans and molluscs (EMTAK section C 102);
  • intermediation of sales, wholesale and retail trade (EMTAK 2008 section G), excluding maintenance and repair of motor vehicles and motorcycles;
  • real estate activities (EMTAK 2008 section L);
  • manufacture of tobacco products (EMTAK 2008 section C 120);
  • gambling and betting activities (EMTAK 2008, section R, 920);
  • financial and insurance activities (EMTAK 2008 section K);
  • legal and accounting activities (EMTAK 2008 section M 69), activities of head offices and management consultancy activities (EMTAK 2008 70), advertising (incl. online advertising) and market research (EMTAK 2008 section M 73);
  • rental and leasing activities, and temporary employment agency activities (EMTAK 2008 section N 77 and EMTAK 2008 section N 782).

The service is subject to a fee and the total cost will be calculated on the basis of the hourly rate of the specialist providing the service. The enterprise’s own contribution is 30% of the service cost, the remaining part of the service cost shall be included in the de minimis aid.
