County development centres

The county development centres are the organisations located in each county providing free-of-charge consultation service regarding the base services to the companies, local governments, non-profit associations and foundations. The county development centres operate as networks, the role of the network coordinator is fulfilled by Enterprise Estonia.

Tasks of the development centres

To provide information in the following topics:

• All measures of Enterprise Estonia
• Other institutions financing the projects in Estonia
• Structural funds
• Interreg III programmes
• Consultants of private sector and their services

Consulting the starting entrepreneurs in the following questions:

• How to start the company? Selection of the most suitable form of entrepreneurship, registration of companies;
• Are all topics sufficiently properly thought through for successful starting of the business idea? Which knowledge should be acquired prior to starting one's own company?
• What is the business plan necessary for? How to prepare the business plan so that it will be beneficial in the future? Where is it possible to get necessary preliminary information for preparing the business plan?
• Does the business plan take all necessary expenses into account? How to prepare the financial estimates for one's own business plan? Where could the sources be found for financing one's own business idea?
• Which taxes need to be paid as the entrepreneur? How to calculate the taxes?
• Have I properly thought through my process of production/ provision of service? How to introduce my products/services to the clients? Which sales channels can be used for marketing my products/services?
• How to find suppliers or sub-contractors? Who can knowledge and experience be shared with? Who to make cooperation with for the more successful sale of own products/services?
• How to find suitable employees for oneself? How to conclude the employment contracts? How to increase the motivation of own employees?
• How to plan the activities of own company for the longer period? How to manage the personnel and processes?
  

The consultation in the county development centre is free for the starting entrepreneur.

Consulting the operating companies in the following questions:

• Which are the key problems hindering the development of your company? Which sectors need to be developed in your company to be successful?
• For the implementation of which development plans could the support be received from the national support programmes?
• Where to find the necessary trainings for the development of own employees?
• Where to find the suitable consultants assisting to implement the development projects of the company?
• How to find partners for starting the joint development projects?
  The county development centres consult the entrepreneurs in the mentioned questions free-of-charge.

Consulting the local governments regarding the project activities in the following topics:

• Evaluation of the suitability of project idea with support measures and development plans
• Search for the financing source suitable for the implementation of the project
• Wording of the objective of the project
• Consultation of preparing the source task of the project
• Consultation of preparing the project plan
• Search for the writer of the project plan
• Consultation of organising the procurement competition for finding the executor of the project
• Preparation of project reporting and the related matters

Consulting the non-profit associations and foundations in the following topics:

• Establishing and registration of NPA/foundation
• Preparation of the strategy and action plan of NPA/foundation
• Financing of the activities of NPA/foundation
• Taxes and reporting regarding NPA/foundation

• Consultation of the conclusion of contracts of NPA/foundation
