Development of knowledge and skills

The measure for supporting the development of knowledge and skills is closed from 22th of November, 2011.

Purpose of the measure

The objective of the measure is to increase the competitiveness and growth potential of Estonian undertakings by way of developing the management and professional knowledge and skills of the undertakings and of the managers and employees of the undertakings.

As a result of implementation of the measure:

1) the decisions of undertakings and the managers of undertakings conform to needs in the changing economic and market situation, among other things, undertakings are able to implement management decisions productively and undertakings are sustainable and internationally competitive.

2) the undertaking employs qualified employees with the relevant competence who are able to create value added and support the achievement of the undertaking's business goals.

Activities to be supported

The aid can be applied for the implementation of the project of development of knowledge and skills lasting up to 12 months in the company in the following sectors:

1) professional in-service training, including general and specialised training;
2) professional proficiency testing, if the proficiency testing is preceded by training;
3) participation in conferences taking place outside of Estonia;
4) up to 6-month international professional placement and
5) a joint visit to a foreign fair provided the objectives and expected results of the joint visit are determined before visiting the fair and a substantive activity summarising the results of the visit to the fair is organised after visiting the fair in the form of training or seminar (applicants can be a CDC, incubator, association of undertakings or professional association).

Use of consultation service in the following sectors

Use of consultation service shall be supported in the framework of the measure in the following topics related to the applicant's business activity:

1) development and implementation of management systems;
2) technology related consultation; 
3) development and implementation of brands, trademarks and designs; 
4) conducting market and feasibility studies; 
5) conducting patent studies; 
6) development and implementation of software directly related to an industrial undertaking's production process;
7) first performance of certification audit of management system and
8) implementation of a project for improving production organisation (required is preliminary diagnostics of production organisation).

Aid limits

The minimum amount of aid to be applied for shall be 1 600 euros per project. The minimum amount of the project is 3 200 euros. Up to 50% of the eligible costs made are financed.

Starting on 1 November 2010, one beneficiary may receive a total of further aid of a maximum 64 000 euros.

Requirements for the applicants

Applicants may be the following:
1) sole proprietor or undertaking entered in the Commercial Register in Estonia; 
2) an association of entrepreneurs entered in the register of non-profit associations and foundations in Estonia, if the beneficiary companies can be specified;
3) a professional association entered in the register of non-profit associations and foundations in Estonia, if the beneficiary companies can be specified;
4) an incubator, if the beneficiaries are undertakings or natural persons in pre-incubation;
5) a County development centre (CDC) if the beneficiaries are undertakings.

Applications for aid must be submitted to Enterprise Estonia at least 5 working days before the beginning of the project activities.
