Norway-EEA regional development block grant

The block grant is co-financed from the Norwegian Financial Mechanism and the European Economic Area Financial Mechanism. The budget of the block grant in the years 2008-2011 (programming period 2004-2009) was EEK 68,4 million.

The objectives of Norway and European Economic Area regional development block grant

  • To strengthen the administrative capability of the local government units, local government associations and county governments foremost for the development of public services and preparation of the development solutions of the areas;
  • To promote the cooperation of the local government units, county governments, local government associations and non-profit associations at the local and regional levels;
  • To improve the economic environment and sustainability of the areas.

The grant is applied in the whole Estonian territory.

Who could apply for the grant?

  • Estonian local governments,
  • Estonian local government associations,
  • Estonian county governments
  • Estonian non-profit associations and foundations, provided the activities planned in the project are among the activities specified in the statute of non-profit association or foundation.

For what the grant was provided?

The grant was provided in two priority areas: projects raising the administrative capability and the projects improving the economic environment. For instance for the research, involvement of experts, development of public services provided in cooperation with the local government, preparation of the merger of local governments, preparation of joint development plans and thematic plans, creating of wireless internet areas, establishing of local workshops, stimulating the local employment, projects contributing to international business cooperation.

How big was the grant?

The minimum grant per project was EEK 100 000, the maximum was EEK 3.1 million.

Application process

The applying was carried out in two rounds.

The deadline of submission of the application of the first round was 30 June 2008. 52 applications were submitted, out of which 22 applications were financed in the total volume of 24.2 million EEK.

The deadline for the second round was the 1st of April 2009. 70 applications were submitted, out of which 35 applications were financed in total amount of 47,1 million EEK.
