SPINNO programme

The Spinno programme is co-financed by the European Regional Development Fund. The budget of the programme in the EU budget period of 2007-2013 is 5,4 million euros.

On 8 June 2008 the Regulation of the Ministry of Economic Affairs and Communications "Terms and procedure of base financing of transfer of knowledge and technology and supporting of special projects" entered into force.

This regulation contributes to the achievement of the objectives of the "Implementation plan for development of economic environment" to be carried out on the basis of the Structural Assistance Act of the period of 2007-2013 and the Estonian strategy of research and development activities and innovation "Knowledge-based Estonia" of 2007-2013.

The general objective of the measure is the increase in the sustainability of the function of transfer of knowledge and technology as the strategic mission of the Estonian research and development establishments and institutions of applied higher education on the equal bases with the studying, research and development work.

 

The sub-objectives of the measure are:

1. To improve the quality and volume of application of the intellectual property developed in the Estonian research and development establishments and institutions of applied higher education for commercial purposes through the professional and effective provision of services of transfer of knowledge and technology;

2. To strengthen the establishing and functioning of the human resources and their mutual cooperation mechanisms required for the provision of the services of transfer of knowledge and technology in the Estonian research and development establishments and institutions of applied higher education.
