Territorial cooperation

The Estonia-Latvia programme supports the cooperation projects wherein both the Estonian and Latvian partners actively participate and from which the citizens of both countries win. The organisations of public, private as well as of the third sector are expected with good ideas. The development of public services, cooperation projects directed to the development of entrepreneurship and promotion of living environment, also joint cultural projects, tourism marketing are financed.
The programme co-financed from the European Regional Development Fund and by the states of Estonia and Latvia involves Hiiu, Jõgeva, Lääne, Põlva, Pärnu, Saare, Tartu, Valga, Viljandi and Võru counties from Estonia and districts of Alūksne, Cēsise, Gulbene, Kuldīga, Liepāja, Limbaži, Madona, Ogre, Riga, Salduse, Talsi, Tukumsi, Valka, Valmiera and Ventspils from Latvia. The programme is implemented from the Estonian side the Ministry of the Interior and Enterprise Estonia, the coordinator from the Latvian side is the Ministry of Regional Development and Local Governments.
The programme budget for the years 2007-2013 is approximately 600 million kroons and this is co-financed by the European Regional Development Fund.
The secretariat of the programme is located in Tartu, the information point is also located in Riga. The website of the programme: www.estlat.eu.

Central - Baltic Sea programme supports cooperation projects which involve the districts of Finland, Estonia, Latvia and Sweden and the objective of which is to improve both the living environment of different communities and also economic competitiveness.
The programme includes two sub-programmes:
Southern Finland - Estonia sub-programme
Archipelago and Islands sub-programme which focuses on the problems of the islands and development of the islands (incl Åland) within at least two member states of the programme.
The support for the projects can be applied by the local and regional governments, state authorities and non-governmental organisations operating in the public interests. The private sector can also apply for the support in Southern Finland and Estonia programme.
The programme budget for the years 2007-2013 is 1.6 billion kroons and this is co-financed by the European Regional Development Fund.
The organisation, tax and auditing authority of the programme is Varsinais-Suomen liitto which is located in Turu, Finland. The joint technical secretariat of the programme is also located in Turu, its branch offices in Tallinn and Marienhamn (Åland) and the information points in Stockholm and Riga. European Neighbourhood and Partnership Instrument (ENPI) Estonia Latvia Russia cross border cooperation programme 2007-2013
The programme provides financial support for monetarily common development activities for increasing competitiveness, utilizing the existing potential and favourable position at the crossroads of the European Union and the Russian Federation.
The programme has three priorities:
- Socioeconomic development
- Common challenges
- Promotion of people to people contacts
The eligible territories for the programme are the following:
- Estonia: Kirde-Eesti (Northeastern Estonia), Lõuna-Eesti (Southern Estonia), Kesk-Eesti (Central Estonia); northern Estonia is an adjoining area,
- Latvia: Latgale, Vidzeme; adjoining areas are Riga and the Riga region,
- Russia: Leningrad oblast, Pskov oblast, city of St. Petersburg.
Eligible partners are government agencies, local governments, county governments, non-profit associations, public sector associations and unions, educational institutions and, in the case of the first priority, small and medium-size enterprises. Each project must have at least one partner from the Russian Federation programme territory and at least one partner from the Estonian and/or Latvian programme territory.
The Republic of Latvia's regional development and local governments ministry announced the first round of applications on 23 August 2010. The final deadline for submission of projects is 29 November 2010.
The programme is financed by the European Regional Development Fund and the European Neighbourhood and Partnership Instrument. The total amount of support from the European Union is 47 million euros. In addition, the Republic of Estonia and the Russian Federation will contribute funding for the programme. In Estonia, the member state is represented by the Ministry of the Interior. The technical secretariat of the programme is located in Riga, with its Estonian branches in Tartu and Narva.
