The water programme of low density area is financed from the Estonian state budget.
The objective of the water programme of low density area
The programme results directly from the action programme of the Government of the Republic of 2007-2011, the clause 8.5 of which chapter 8 "Policy for the development of rural life, regional and infrastructure" stipulates the following principles of the activities of government union: the government union applies the programme of supporting the establishing of the village infrastructure (wells, hydro-facilities etc.) with the state financing within 100 million kroons based on the principle that the state finances up to one third of the project cost (the programme of village infrastructure also involves the supporting of the payment of connection fees for joining the electrical network of the buildings without electrical connection).
In addition to the state the local governments finance the implementation of the programme and each local government unit can participate in the programme only in case it contributes financially at least in the same volume than the state. Thereby the local government has the right to increase its own share in financing the programme, if it considers the increase in the volume of the programme on its territory necessary.
Who can apply for the grant?
The grant can be applied by the physical persons, non-profit associations and foundations. The programming document of the water programme of low density area is directed to all rural municipalities of the Estonian counties. The activities carried out in the areas with low density are eligible. The following areas are not the eligible low density areas:
- Cities, cities without municipal status and small towns,
- Other built-up areas which are not specified in the plans as densely populated areas in the plans but where more than 50 people live;
- The areas which have a functioning public water supply and which are according to § 4 of the Public Water Supply and Sewerage Act specified the area to be covered with public water supply on the basis of the plan of development of public water supply and sewerage.
What is the grant provided for?
The following activities related to the establishing of the outside-building drinking water system in the low density areas are supported within the programme:
- Construction and cleaning of wells (bore and salve wells);
- Construction of the drinking water pipeline from the existing or new wells or the reconstruction of existing drinking water pipeline;
- Supply of wells with the technical equipment and accessories needed for the water pumping and cleaning, including the performance of the electrical works needed for that;
- Utility survey of established outside-building water systems;
- Tamping of old borewells;
- Analysis of water quality.
How big is the grant?
The amount of grant is up to 6 395 € per one household and up to 2/3 of the eligible costs of the project.
