Programme for the development of urban areas

The programme for the development of urban areas is co-financed by the European Regional Development Fund. The budget of the programme in the EU budget period of 2007-2013 is 56 625 720,60 euros. The applications are accepted on the basis of the schedule approved by the Government of the Republic.

The objective of the grant for the development of urban areas

The grant exists in this form for the first time, in the period of 2004-2006 the urban areas could apply for the grant of development of local physical living environment.

The objectives of the grant are the development of public city room, solution of city-specific problems and the better functional connecting of centres and periphery. The grant is applied in the cities of Kohtla-Järve, Maardu, Narva, Pärnu, Saue, Tallinn and Tartu and in the rural municipalities of Viimsi, Harku, Jõelähtme, Jõhvi, Kiili, Rae, Saku and Saue.

Who can apply for the grant?

The basis for applying the grant is the plan of investments, the proposals for preparing the plan can be submitted by the local government units of the target district.

What is the grant provided for?

The following sectors are supported:

  • Development of sustainable city transport system (incl light traffic roads, traffic management, public transport management etc.);
  • Development of public infrastructure related to the improvement of childcare (crèches, kindergartens, special kindergartens);
  • Development of public infrastructure related to the increase in social security (rehabilitation and activation centres, safe homes, daily centres, care homes, social apartments, children's home, sports buildings and facilities etc.);
  • Development of public city room and recreational areas and improvement of landscaping (city hearts, squares, parks, beach and coastal areas etc.);
  • Preparing of the plans of the areas meant for the public use.

At least half of the grant volume is planned for the projects of sustainable city transport system and public city room. As the rural municipalities of Harku, Jõelähtme, Jõhvi, Kiili, Rae, Saku and Saue can also apply for the grant of development of local public services, they could apply for only this for the projects related to the improvement of childcare and increase of social security.

How big is the grant?

The maximum grant rate is 85% of the total cost of the eligible expenses of the project.
