Grant for development of local public services

The local public services development programme is co-financed by the European Regional Development Fund. The budget of the programme in the EU budget period of 2007-2013 is 143 801 209 €. The applications are received on the basis of the schedule approved by the Government of the Republic.
The objective of the grant for development of local public services
The grant is the continuation for the measure of the national development plan "Development of local physical living environment" of the period of 2004-2006. The objective of the grant is the guarantee of the availability of quality public services in the local centres and the improvement of effectiveness of the use of infrastructure related to the local public services in the rural areas.
The grant is applied in the whole Estonian territory, except Tallinn, Tartu, Pärnu, Kohtla-Järve, Narva, Saue and town of Maardu and Viimsi rural municipality.
Who can apply for the grant?
The grant can be applied by the local government units and non-profit associations and foundations.
The grant can be applied on the basis of the investment support plan of local government (KOIT-plan), approved by the Government of the Republic. In the years 2007-2013 two KOIT-plans are prepared, the first for the period of 2007-2010, the second for 2010-2013.
The preliminary applications for the preparation of KOIT plan of the period of 2007-2010 were submitted up to 3 December 2007 to the county government of the location of the object.
The preparation of the KOIT-plan of the period of 2010-2013 will be started at the end of 2009.
What is the grant provided for?
The activities to be supported include:
- Investments for the development of the general education schools (incl sports facilities and student homes); investments for the development of the pre-school child care institutions (crèches, kindergartens, special kindergartens);
- Investments to the recreational centres and sports objects (including community centres, hobby centres, libraries, gyms, sports squares, sports squares near schools and workplaces);
- Investments to the infrastructure needed for the provision of primary level health services and social services (including rehabilitation, activation and teleworking centres, daily centres, care homes, social houses, orphanages);
- Investments for the improvement of the availability of public transport (incl. passenger terminals, bus stations, bus waiting pavilions, transport stop places).
The investments for the diversification and re-adjustment of the use of the existing public infrastructure are favoured (community centres, poly-functional buildings).
How big is the grant?
The maximum grant rate is 85% and the minimum amount of grant is 319 559 € per project.
