Grant for international events and conferences

The purpose of the measure of the aid for international events and conferences is to increase the number of overnight visits of foreign tourists in Estonia by encouraging the organisation of international conferences, and cultural and sporting events in Estonia. Sub-purpose of the measure is to reduce the seasonality of tourism.

The deadline for submitting applications was 24.09.2012.

The aid may be applied for by any state and local government authority, foundation, non-profit organisation or legal person in public law.

Supported activities are:
  1. Planning and conducting of international conferences and cultural and sporting events;
  2. Marketing activities of the supported conferences and events in foreign countries.
Conferences and events organised for the purpose of earning net proceeds shall not be supported within this measure.

Maximum aid rate per project shall be up to 70% of eligible expenditure and the rate of self-financing shall be 30% of eligible expenditure at the minimum.


Requirements for a conference:

  • Complies with the purpose of the measure;
  • Helps advance Estonia's reputation as a travel destination;
  • The conference is organised in Estonia;
  • Conference delegates stay in accommodation establishments, whereas the minimum total amount of overnights of foreign guests is 500 in Harju County and 300 elsewhere outside of Harju County;
  • It lasts for at least three consecutive days;
  • In addition to the main programme of the conference, a tour introducing Estonia as a tourism destination is also conducted;
  • Time of the conference is not earlier than six months after the application period is opened;
  • Marketing materials are based on marketing concept Introduce Estonia;
  • Recipient of the aid gives information about the website www.visitestonia.com during the conference through the marketing channels of the conference.

Minimum aid amount per one conference is 15,000 euros and maximum aid amount is 32,000 euros.

Requirements for an event:

  • Complies with the purpose of the measure;
  • Helps advance Estonia's reputation as a travel destination;
  • The cultural or sporting event is organised in Estonia;
  • The cultural or sporting event is interesting on international level and the event is covered by international media;
  • Minimum total amount of overnights of foreign guests in accommodation establishments is 2,000;
  • Lasts for at least two consecutive days under an integrated programme;
  • Time of the event is not earlier than six months after application period is opened;
  • Marketing materials are based on marketing concept Introduce Estonia;
  • Recipient of the aid conducts informing of the website www.visitestonia.com during the event in the marketing channels of the event.
Minimum aid amount per one cultural or sporting event is 15,000 euros and maximum aid amount is 32,000 euros.

Eligible expenditure within the framework of supported activities:
  1. Transport and accommodation expenses of the recipient of the aid and their partner and room rent in foreign markets that are related to preparing the conference/event;
  2. Transport and accommodation expenses of performers, contestants and their accompanying teams arriving from foreign countries (NB! Payments to judges and jury members are not supported);
  3. Marketing expenses aimed at foreign markets, including production and distribution of advertising material, expenses related to e-marketing and service fee of the entrepreneur providing media and advertising services;
  4. Expenses related to renting equipment, room and land, translation services and international television broadcasts necessary for conducting the conference/event;
  5. Fee of the entrepreneur organising the conference, cultural or sporting event for providing the services (NB! Personnel expenses of the receiver of the aid are not supported);
  6. Expenses related to conducting the tour introducing Estonia as a tourism destination;
  7. Expenses related to organising opening and closing ceremony, including catering expenses, performer fees, room rent;
  8. Expenses related to using the structural aid insignia;
  9. VAT in case legal acts regulating VAT do not grant the right to deduct input VAT from the VAT paid during the project or if VAT is not reclaimed and VAT is not compensated in any other way.
In case of cultural and sporting events that have took place in Estonia earlier only the expenses given under sections 3, 6, 8 and 9 are eligible expenditure.

Duration of the project or eligibility period


Duration of the project is 3 months at the minimum and 36 months at the maximum.
